You are eligible to access adsense and can be paid by it only if you’re a valid , authenticated user of adsense. For being authenticated , your application for adsense needs to be verified and approved, but there are certain cases in which your application for adsense may be disapproved.
The causes for this problem may be with your irrelevant information provided in your application or wrong or invalid address, misspelled names, wrong ZIP CODE, unauthenticated website, website not falling under permissible language, under constructed website etc.
However you are welcome to resubmit the application for reviewing. Before doing that, it is advisable for you to read and go through the email that has been mailed to you about why the application hasn’t been approved.
Make necessary and required changes to your application and resubmit again by logging into their home page using the password and email address that you have provided with your application.
Now click , resubmit after resolving all the issues with your application.
